Arthouse enough to be covered by the Kronos Quartet, Urban enough to have built a raucous fan-base from the streets of Buenos Aires to the barrios of Mexico City. This will be only the band¹s second show ever in the UK.

The award-winning documentary on working class guerilla group 'The Weathermen'
The group originally known as the Weathermen were notable for helping Timothy Leary to break out of prison and for blowing up federal facilities.
Using the slogan 'Bring the war home', their primary aim was the violent overthrow of the American government; they attempted this by creating communes in working class neighbourhoods across the country in an attempt to galvanise support.
Green and Siegel received an Academy Award nomination for Best Documentary Feature.

special concert, curated by singer Joyce, featuring three generations of bossa artists and marking 50 years since the seminal João Gilberto recording of Jobim’s Chega de Saudade, which marked the beginning of the bossa nova movement.
One of the most influential of all popular music movements, bossa nova arose out of a striking constellation of talent based in Rio in the late 1950s. Composer Antonio Carlos Jobim, lyricist Vinicius de Moraes and guitarist Luiz Bonfa and João Gilberto all found themselves drawn to similar sensibilities – harmonies influences by jazz and classical music, sophisticated lyrics and musical understatement - underpinned by a unique rhythmic guitar shuffle.

The Alpha Cottage School, run by Roman Catholic nuns since 1880, educated many of the future Skatalites & produced more than their share of the musicians of prominence during the ’40’s and ’50’s dance band era. The best of these players were central to the emerging sounds of the ’60’s. As set musicians, the Skatalites backed the top singers of the day. Stranger Cole, Alton Ellis, Ken Boothe, Toots and The Maytals, Bob Marley and the Wailers, Peter Tosh, and Jimmy Cliff are a few who benefited from tight rhythms cultivated by the new Ska collective.
As a studio recording force, the band was placed all on one track with the singer on another; ‘one take’ recording. These conditions forged a union among the musicians that had only one logical conclusion. Tommy McCook, Rolando Alphonso, Johnny Moore, Lester Sterling, Don Drummond, Lloyd Knibb, Lloyd Brevett, Jerome Hinds, and Jackie Mittoo began working together regularly in the early sixties and formed The Ska-talites in June of 1964.

Nascimento's international breakthrough came with his appearance on jazz saxophonist Wayne Shorter's 1974 album Native Dancer. This led to widespread acclaim, and collaborations with American stars such as Paul Simon, Cat Stevens, George Duke and Quincy Jones. Angelus (1994) features appearances by Pat Metheny, Ron Carter, Herbie Hancock, Jack DeJohnette, Nana Vasconcelos, Jon Anderson, James Taylor, and Peter Gabriel. Through his friendship with guitarist Warren Cuccurullo, Nascimento came to work with the pop rock band Duran Duran in 1993. Nascimento co-wrote and performed the song "Breath After Breath", featured on the band's 1993 album Duran Duran.[3] He also performed with the band in concert when they toured in Brazil in support of that album.

When people hear the name Gregory Isaacs, I want dem to think of 'Night Nurse' and 'Red Rose for Gregory' and 'The Cool Ruler,'. I love it when somebody comes up to me and say "I love your songs" I feel good about it seen, only love can conquer war and it's good for people to make love hahaa. I have a label called the African Museum and I am still doing recordings and producing. It's mostly Reggae and Dancehall, an we got quite a few artists we got The Melodians, The EQ's, Dave Simon many many. We have an album out right now called "Rat Patrol" and one is in the making right now, nothing will change the Gregory Isaacs feel is universal. I write almost all my songs and I put myself in the presence of other people and a song like Night Nurse is about a man and a woman, yeah yuh nuh. My goal for the future is jus to keep on doing my work and trying to uplift who I can uplift.

The Swedish Outsiders starts at 7:00 pm - Theatre (seated)
A live hub for Swedish experimentation, curated by [no.signal] and commissioned by the Swedish Embassy sees the ICA theatre sprawling in a haze of the musical avant-garde - from avant-jazz and improvisation, to electronica, modern composition and progressive pop.
Acts include a world premiere saxophonist duet by free-jazz stalwarts Mats Gustafsson and Evan Parker, a performance from Roger Turner and Pat Thomas, haunting drones from sound artist Carl Michael Von Hausswolf and the UK premiere of Folke Rabe's 1967 electronic work, What??
Experimental pop trio Tape will be blending electronic with all sorts of acoustic and electric instruments and new Swedish sensations Wildbirds and Peacedrums play their hybrid of spiritual pop and ecstatic soul music.

A hilarious, romantic and deliriously over-the-top change-of-pace for director Park Chan-wook, who's best-known for his violent 'Revenge' trilogy (also showing this month). A young woman (Yeong-gun, played by Lim su-jeong) is checked into hospital suffering from the delusion that she's a cyborg, although the institution and her fellow patients seem only to further inspire her fantasy life.
Director Park has given this offbeat romantic-fantasy a vibrant, playful style, while CGI effects combine memorably with yodelling to create the film's stand-out set-piece.

Brasil é 'futuro onde só haverá uma raça', diz historiador no The Guardian
Um artigo do historiador Timothy Garton Ash publicado nesta quinta-feira no jornal britânico The Guardian vislumbra no Brasil ''um futuro possível onde exista apenas uma raça''.
Garton Ash, colunista do jornal, narra sua visita à favela da Cidade de Deus, no Rio de Janeiro, onde diz ter visto ''cada matiz e variedade de rostos, algumas vezes na mesma casa''.
''O Brasil é um país onde as pessoas celebram, como atributo nacional, a riqueza da miscigenação, dando um significado positivo ao que, nas suas origens, era tratado como uma deturpação norte-americana'', escreve o colunista.
''Entretanto, a realidade até hoje é que a maioria dos não-brancos está em pior situação econômica, social e educacional em relação aos brancos. E parte desta desigualdade é resultado da discriminação racial.'' ''Eu fui ao Brasil perguntar sobre pobreza, exclusão social e desigualdade. Em poucos minutos, meus interlocutores estavam falando de raça.'' O artigo cita iniciativas afirmativas que estão sendo discutidas no Brasil, como o estabelecimento de cotas para negros em universidades públicas.
Mas um estudo científico estima que cerca de 85% da população brasileira que se autoproclama branca têm mais de 10% de genes africanos, diz o artigo. Como encontrar objetividade em um país em que a população ''inventou'' 134 termos diferentes para se autodescrever no censo?, questiona o articulista.
''Se realmente deve haver cotas universitárias - algo que a Justiça dos EUA declarou discriminatório - que se baseiem pelo menos no método tradicional de identificação brasileiro.'' De acordo com ele, 50% dos brasileiros se consideram brancos, 40% se dizem pardos, 6% se vêem negros e 1% se classificam como ''amarelos'' - ou seja, asiáticos.
''No passado, as pessoas tenderam a se definir do lado mais claro do espectro, especialmente à medida que se tornavam mais prósperas. Se as cotas resultarem em mais pessoas preferindo considerar-se negras, que seja. Depois de tantos séculos de escravidão, faria sentido colocar um pouco de peso do outro lado.'' ''E se isto significar que um dia uma garota que todos enxergam como branca requisitar sua entrada na universidade como negra, boa sorte para ela.'' Ash afirma que, ''como não-brasileiro, não estou em posição de julgar estes argumentos. Consigo perceber o raciocínio contra as cotas estabelecidas com base na cor da pele; mas também posso ver a dura realidade herdada da discriminação que precisa ser resolvida''.
''Espero que o Brasil caminhe para transformar em realidade seu velho mito da 'democracia racial', ao invés de retornar às classificações raciais anacrônicas, que reduzem identidades complexas a atributos específicos.'' A Corrupção é Capitalista
Raymond W. Baker é um intelectual no mínimo persistente. Formado em 1961 pela Harvard Business School, decidiu escolher a Nigéria para iniciar a sua carreira profissional. O país africano o fascinava por ser recém-independente e ter à frente todo um processo econômico a construir. Pois lá mesmo teve início a intimidade de Baker com as falcatruas permitidas e incentivadas pelo capitalismo.
Contudo, em vez de peregrinar pelo amplo leque científico-ideológico que o pensamento econômico oferece, ironicamente o capitalismo tornou-se a sua bandeira. Segundo Baker, é preciso promover uma microrrevolução que retome os ideais do liberalismo e do livre mercado, que deles sejam expurgadas a ilegalidade e a corrupção e que se reavivem as idéias do
economista Adam Smith. Impressiona o seu otimismo, após conviver 35 anos com companhias privadas, estatais e governos, cuja expertise era a lavagem e o desvio de dinheiro. Nesse mundo de lama, o lema é: todo preço tem o seu preço, e Baker dá a bula para toda espécie de falcatrua que o sistema permite e que tira, dos países subdesenvolvidos, cerca de US$ 1 trilhão ao ano.
Desde 1996, ele é professor convidado da Brookings Institution, em Washington, onde orienta um projeto chamado Fuga de Capital, Pobreza e Livre Mercado. Além disso, é membro-fundador do Center for International Policy, cuja missão é “promover uma política externa norte-americana baseada na cooperação internacional, desmilitarização e respeito aos direitos humanos”. Baker acaba de lançar o livro Capitalism’s Achilles Heel: Dirty Money and How to Renew the Free-Market System (O Calcanhar-de-Aquiles do Capitalismo: Dinheiro Sujo e Como Renovar o Sistema de Livre Mercado).
O grande mérito do autor e seu livro é esmiuçar, sem meias palavras, como a corrupção se tornou algo intrínseco das transações capitalistas. A imensa incógnita fica por conta da sua batalha para a purificação do sistema e o fato de ele nem sequer cogitar que possa haver outras formas de organização econômica. Sobre o Brasil, ele diz que as autoridades subestimam a saída de dinheiro ilegal para paraísos fiscais, avalia que algum controle do vaivém dos dólares poderia ser eficaz e aconselha a adoção de regras para evitar o sub e o superfaturamento nas transações de comércio exterior. Para defender as suas idéias, um Baker entusiasmado, incansável e confiante falou a CartaCapital.
CartaCapital:
Na sua experiência, quais são os crimes mais comuns no mundo das finanças?
Raymond Baker: A ilegalidade mais comum é falsear os preços dos produtos, tanto em operações de exportação como de importação, para fugir dos impostos em países estrangeiros. Esse é o instrumento mais trivial para o envio de dinheiro ao exterior, usado pela maioria das corporações multinacionais e facilitada por grande parte dos bancos. A evasão fiscal por meio da adoção de preços falsos é geralmente muito bem-vista por grandes potências ocidentais, porque transfere trilhões de dólares de países pobres para os ricos.
CC: Qual foi o caso recente mais escabroso de escândalo financeiro no mundo?
RB: Um dos indivíduos mais corruptos do fim do século XX foi Sani Abacha, ditador da Nigéria entre 1993 e 1998. Ele armou vários esquemas para roubar o dinheiro do país, especialmente com a gasolina e o diesel importados. A Nigéria tinha quatro refinarias para processar o petróleo local e produzir gasolina. Mas Abacha simplesmente não investia nessas refinarias, de forma que elas foram se tornando obsoletas, com a produção minguando. Ele determinou que a gasolina deveria ser comprada do exterior, mas inflava os preços de importação e embolsava a diferença, que chegava a surpreendentes 400%! O fruto do roubo era depositado em contas estrangeiras. E quais eram esses bancos? Havia cerca de cem instituições financeiras nos Estados Unidos, Europa, Oriente Médio, Ásia e América do Sul (incluindo o Brasil) competindo por esses recursos! Parecia um bando de tubarões farejando sangue fresco – e muitos desses bancos tinham muito prestígio –, todos disputando um dinheiro sujo, roubado da Nigéria. Somente após a morte de Abacha os fatos foram revelados. Mais de US$ 1 bilhão estava na Inglaterra. Outro US$ 1 bilhão foi espalhado em contas na Suíça e Luxemburgo. O Citibank em Nova York e Londres operou cerca de US$ 100 milhões.
CC: A lavagem de dinheiro tornou-se lugar-comum, não apenas em países subdesenvolvidos como em superempresas, com classificação de risco AAA (Triple A, totalmente confiável). Em outras palavras, o crime é inevitável no capitalismo?
RB: O crime não tem de ser uma característica do capitalismo. Mas, infelizmente, muitas pessoas no comando do sistema decidiram lançar mão de processos ilegais para acumular renda de maneira criminosa. Em muitos países, a definição de lavagem de dinheiro é pouco abrangente. Nos Estados Unidos, por exemplo, assim é definido o dinheiro originado do tráfico de drogas, terrorismo, chantagem e roubo por parte de funcionários de governos estrangeiros. Todas as outras formas de crime, como contrabando, falsificação, roubo de obras de arte, fraudes na concessão de crédito ou de seguros, todos esses tipos de dinheiro criminoso entram legalmente nos Estados Unidos. Nossas leis parecem dividir o dinheiro sujo que não queremos do dinheiro sujo que nos beneficia. Essa é uma política que não poderia nem deveria funcionar.
CC: Se tomarmos como verdade, como o senhor sustenta o fato de que o capitalismo tornou o mundo melhor nos últimos 50 anos, mas que esse bem-estar é desfrutado por uma minoria, enquanto a imensa maioria dos povos vive na pobreza absoluta, qual saída o sistema capitalista oferece?
RB: Se administrarmos o capitalismo da forma correta, com respeito às leis de todas as nações, com respeito aos interesses dos países com os quais mantemos relações comerciais, com uma forte determinação para impedir transações ilegais, que têm como efeito o empobrecimento de bilhões de pessoas, então o capitalismo poderá ajudar os pobres a melhorar suas condições de vida e os benefícios do sistema serão igualmente distribuídos para todos. Se bem administrado, poderemos confiar no sistema.
CC: Desde a queda do Muro de Berlim, vigora um consenso discutível de que não há alternativa ao capitalismo. Existe alguma?
RB: Não há alternativa para o sistema de livre mercado. Mas existe uma alternativa ao capitalismo selvagem, que é praticado hoje – o capitalismo que glorifica sua habilidade em lidar com ilegalidades e fazer transferência de renda dos pobres para os ricos. Essa forma de capitalismo deve rumar para um sistema mais justo.
CC: O seu livro O Calcanhar-de- Aquiles do Capitalismo demonstra que a corrupção está na raiz do regime. O senhor presenciou isso na África, no início de sua carreira, e em muitos países subdesenvolvidos e desenvolvidos. Entretanto, tornou-se lugar-comum defender mercados auto-regulados, sem a interferência de órgãos supervisores. Ainda assim, há chance de instituições multilaterais sentarem-se à mesma mesa e estabelecerem restrições à frenética movimentação do capital pelo mundo?
RB: Sou totalmente a favor da liberdade do comércio, das transferências de dinheiro e da livre conversibilidade das moedas. Mas coloco um “se”: desde que a lei seja respeitada. É o fluxo ilegal de dinheiro que corrói o capitalismo. As instituições multilaterais deveriam liderar um movimento para encorajar a legalidade no fluxo de capitais. Mas duvido que o Banco Mundial ou o Fundo Monetário Internacional assumam esse papel.
CC: Então, como a sociedade pode usar a globalização, de maneira proveitosa, para que os países possam crescer com uma distribuição de renda melhor?
RB: A globalização é um fato. Nós podemos criticar seus resultados ruins, como o aumento do desemprego, mas tirar proveito de seus benefícios, como o barateamento de muitos produtos. No momento, temos uma estrutura imensa de paraísos fiscais, jurisdições financeiras inatingíveis, técnicas de lavagem de dinheiro, estratégias de evasão fiscal – tudo isso com o mesmo foco: transferir o dinheiro dos pobres para os ricos. Essa estrutura vem se aperfeiçoando nos últimos 40 anos. Precisamos, sim, retomar a prática de preços honestos, transparência, acordos financeiros e contabilização fiel dos lucros. Tem de haver um meio para que a globalização efetivamente contribua para espalhar a prosperidade.
CC: O terrorismo escancarou sua face nesta década. De que maneira isso está ligado ao atual status do capitalismo?
RB: O capitalismo criou uma estrutura de dinheiro sujo, na qual os terroristas entraram facilmente e a usaram para os seus propósitos. Os terroristas nada inventaram de novo na forma de transferir dinheiro. Eles simplesmente observaram e aprenderam com os reis do tráfico de drogas, entre outros mandantes do crime organizado, e descobriram como é fácil transferir seu dinheiro para o Afeganistão, para treinar guerrilheiros, para o Leste da África, para os Estados Unidos, Madri, Bali e Londres. Nós desenvolvemos as técnicas agora usadas pelos terroristas.
CC: O senhor menciona, em seu livro, que há uma clara interligação entre ilegalidade, pobreza e filosofia. Como isso se dá?
RB: Quando recursos são transferidos ilegalmente de um país, esse processo prejudica as populações mais pobres dessa nação. Quando dezenas de bilhões de dólares são subtraídos do Brasil, por meio de subfaturamento de exportações, são bilhões de dólares que poderiam pagar salários, ou usados com educação, saúde, infra-estrutura e serviços sociais. A ligação é inquestionável. Ainda assim, muitas pessoas pensam que transferir dinheiro ilegalmente de países pobres simplesmente faz os países ricos acumularem riquezas, sentirem-se seguros e ganharem com os juros. Nesse raciocínio, haveria um benefício para todo o globo. Isso não é o que Adam Smith tinha em mente. O fundador do nosso atual sistema de livre mercado acreditava que as pessoas operariam de forma legal e relativamente honesta, de forma que o capitalismo produziria riqueza para todos! Smith era um filósofo antes de escrever A Riqueza das Nações. Ele estabeleceu os fundamentos do capitalismo sobre uma base de filosofia moral, o que os 200 anos posteriores ignoraram. Ilegalidade é ligada à pobreza, e ambos são perversões que Smith não admitiria.
CC: O Brasil está passando por uma crise. O Congresso vem investigando denúncias de que o Partido dos Trabalhadores (PT) literalmente pagou deputados para votarem a favor de seus interesses. Também há casos de supostas ilegalidades no financiamento da campanha do presidente Lula e envolvimento de estatais em gastos mal explicados. De que forma o caso brasileiro conecta-se ao que acontece no mundo inteiro, no que se refere a crimes financeiros?
RB: Quando alguém esconde milhares de dólares em sua roupa de baixo, então você pode apostar que o Brasil está ligado à corrupção que acontece no resto do mundo. Lula disse que o que o seu partido fez é uma prática comum no País, se eu não estou enganado. A corrupção sistemática coloca o Brasil ao lado de muitos países, nos quais a corrupção permeia os negócios públicos. Eu venho observando há 20 anos que o Brasil subestima a quantidade de dinheiro que literalmente desaparece offshore (em paraísos fiscais). Um alto funcionário público brasileiro uma vez me disse: “Se eles (os ricos) querem comprar mansões em condomínios na Flórida, que o façam. Nós (o governo) não nos importamos com isso”. Resultado: se você permite que milhares de milionários enviem sua riqueza para fora, sem pagar impostos, para manter um estilo de vida elegante, então você permite que muitas pessoas vivam em favelas e mal conseguem dinheiro para comprar sua próxima refeição.
CC: Se países desenvolvidos vêem dificuldade em lidar com crimes financeiros, como subdesenvolvidos podem se proteger do sistema?
RB: Eu sugiro dois passos fáceis para os desenvolvidos, que ajudariam a todos: a) uma legislação que torne ilegal para qualquer estrangeiro que for ao Brasil oferecer esquemas de evasão fiscal para cidadãos brasileiros; b) uma lei que torne quase impossível o sub ou superfaturamento de importações e exportações. Basta exigir das empresas com negócios no exterior que adotem uma declaração de preços, de acordo com as taxas e leis exigidas nos países de saída e entrada dos bens. Com essa simples declaração, muito da sonegação seria reduzida.
CC: O senhor é favorável a controles de capitais externos, especialmente em países em desenvolvimento?
RB: Eu acho factível a argumentação do Chile (década de 90, assim como fez a Argentina este ano): se você quiser trazer dinheiro ao país, deixe-o lá por um tempo para depois repatriá-lo. Se houver a remessa antes do prazo legal, o investidor tem de pagar uma espécie de multa. Isso serve para reduzir a volatilidade do vaivém dos capitais especulativos e eu considero que a iniciativa faz sentido.
CC: Que conselho o senhor daria ao Brasil no momento atual?
RB: A maneira mais fácil e simples para retomar padrões de legalidade no sistema capitalista é exigir das pessoas que assinem seus nomes em documentos, para que respeitem todas as leis e regulamentos do país. Aliás, exigir duas assinaturas: a do comprador e a do vendedor do bem ou serviço, que se declarem cientes dos regulamentos aduaneiros. Tenho certeza de que empresas multinacionais não forçariam seus executivos a assinar seus nomes em declarações falsas. A mesma coisa deveria ser exigida de relatórios e balanços de empresas privadas e estatais. O problema é meramente de vontade política. E os acontecimentos recentes no Brasil sugerem que a vontade política dos políticos anda meio sem rumo…

Forty percent of the 1,237 murders linked to land disputes in Brazil between 1985 and 2001 took place in the northern state of Pará. But things could begin to change there if the sentence handed down to the rancher who ordered the killing of U.S.-born nun Dorothy Stang does not end up as merely symbolic, said French priest Henri Burin des Roziers.
Wealthy landowner Vitalmiro Bastos de Moura was given the stiffest possible sentence, 30 years, on Tuesday for being one of the masterminds behind the February 2005 murder of the 73-year-old defender of the Amazon rainforest and landless people.
The verdict ''is very important, first of all because it was the maximum sentence and secondly because he is actually in prison,'' unlike what occurred in three similar cases in the region, Roziers, who like Stang before her murder is on a death list in Pará, told IPS.
But ''it would be overly hasty to come up with an optimistic analysis'' said the priest and lawyer, who has worked for over 15 years with the Pastoral Land Commission (CPT) in Xinguara, in the southern part of the state, helping landless peasant farmers gain legal title to their land and fighting slave labour.
''We have to wait to see if Sister Dorothy's case means a real change or was only an exception brought about by the enormous international repercussions that it had because she was from the United States,'' said Roziers. Stang was a nationalised Brazilian citizen who lived in this country for 23 years.
''It is still early'' to say that the sentence may contribute to bringing about peace in Pará, which is characterised by a heavy concentration of land and economic and political power in the hands of a few elite landowning families, and impunity surrounding the frequent killings of human rights, environmental and land reform activists.
''Other landowners who have ordered the murders of trade unionists and activists are fugitives from justice, and the state and federal police have not yet captured them,'' he pointed out. ''The sentence could have a dissuasive effect. But we will have to wait and see, because this is the first case of someone being sentenced and jailed for ordering one of these murders. Also, the case is being appealed in a court in Brasilia, and we have to see what happens there.''
Stang was shot six times in the back on a lonely rainforest path in Pará. She had received death threats ever since she started to work on behalf of landless farmers in the region of Anapú in sustainable development projects, and to fight the illegal logging practiced by large landowners in that part of the Amazon jungle.
In 2005, farm hands Rayfran das Neves Sales and Clodoaldo Carlos Batista were found guilty of shooting Stang, and were sentenced to 27 and 17 years in prison, respectively.
Amair Feijoli da Cunha, the rancher who Neves Sales worked for, was given a 27-year sentence for hiring the two killers. Regivaldo Pereira Galvão, another landowner accused of masterminding the murder, was released on bail while he awaits trial.
After Stang's death, murders in the area not only continued but actually increased in number, with 39 more killings in 2006 than in 2005, said Roziers.
''The concentration of land is a scandalous problem. There is a great deal of land in the hands of a few, and on the other side are rural workers with little or no land. That is what causes the conflicts,'' said the priest, who did not disregard, however, other causes like the interests of logging companies.
Stang, whose 23 years in Brazil were spent in Anapú, began to help local residents when the logging companies started to force them off their land to seize their wood. Her activism made her one of the top enemies of powerful local landowners, who were used to resolving land dispute problems with their own methods.
Roziers' analysis of the situation was echoed by the leader of the Landless Workers Movement (MST), João Pedro Stédile, a powerful national group that is fighting for faster, more effective land reform and is involved in other activities, such as combating abuses by agribusiness.
In an interview with IPS, Stédile applauded Moura's conviction and sentencing, pointing out that ''in Brazil there is a tradition of impunity for those in power and for the murderers of workers and land reform activists.''
''We hope this will serve as an example for other landowners and that it will encourage other judges to speed up the prosecutions in more than 700 cases of rural murders that have gone unpunished, including the (April 1996) ‘massacre of Carajás' in which 19 members of the MST were killed,'' said Stédile.
Although the sentence will not resolve land problems in the region, it could contribute to that aim if public institutions like the Brazilian Environment Institute, the National Land Reform Institute and the federal police ''act together to combat the illegal occupation of land (by large landowners), slave labour and illegal logging, and to regularise land ownership'' for landless farmers who occupy unproductive rural property, he argued.
Another route, said Stédile, would be to ban lumber exports to Europe, since ''Europeans also share in the responsibility.''
But the activist said he did not believe Moura's sentence would help achieve peace in the region, because ''on one hand we have these retrograde landowners who don't really care about the justice system or the press. They are used to simply buying everything. And on the other hand, we have the logging companies that just want to turn a fast profit.''
In his view, while one of the historic roots of the conflicts is the lack of a broad, profound land reform programme that would put limits on the size of privately-owned rural properties, the current causes are the lack of an integral development project based on the rational use of land and oriented towards the needs of the local population.
According to the Pastoral Land Commission, 3.5 percent of Brazil's landholders own nearly 60 percent of the best farmland, while the poorest 40 percent of farmers have a mere one percent.
Aton Fon, a lawyer for the Social Network for Justice and Human Rights, told IPS that the verdict was ''very positive,'' because those who order this kind of crime are not generally tried, ''much less jailed.''
''In theory, the conviction should play a role in reducing human rights violations'' and contributing to bringing about peace, said Fon, one of the lawyers for the plaintiffs in the case.
''But for this to be meaningful, a greater number of masterminds will have to be sentenced. If in five years, for example, between 80 and 90 percent of intellectual authors were convicted, we would begin to see practical repercussions'' -- a scenario that is overly optimistic for Brazil in the short- to medium-term, however, said the attorney. Brazilians just commemorated the 11th anniversary of the Massacre at Eldorado dos Carajas on April 17, 2006. On this day, 19 rural workers were assassinated in the state of Para, in nothern Brazil. Under the order of then governor Almir Gabriel and under the command of Major José Maria Pereira and Colonel Collares Pantoja, 155 military police circled a group of landless workers who were marching for agrarian reform and opened fire.

O Itamaraty está lançando o Portal Consular, uma homepage inteiramente voltada para o apoio aos brasileiros no exterior, que faz parte de um amplo projeto de modernização e informatização da rede consular brasileira.
Na página, desenvolvida em parceria com o Serpro, poderão ser encontradas, dentre outras, informações sobre como agir em caso de emergências, orientação para quem vai viajar e para os que retornam ao Brasil, endereços e telefones de todas as embaixadas e consulados brasileiros no mundo, respostas a perguntas freqüentes e uma seção especial, denominada ''Fale Conosco'', através da qual o cidadão poderá encaminhar suas dúvidas e sugestões à área consular do Ministério.
Desburocratização
De acordo com nota divulgada pelo Ministério das Relações Exteriores (Itamaraty), essa iniciativa representa um importante passo para a desburocratização dos serviços prestados pelos Consulados e Embaixadas brasileiras. “Com a informatização dos serviços notariais, os funcionários terão mais tempo para se dedicar às demandas específicas dos brasileiros no exterior, o que poderá resultar num melhor atendimento ao público de forma geral”, ressalta o informe.
Assistência
O Portal permitirá acesso à página própria de cada embaixada e consulado brasileiro, onde estarão disponíveis instruções relativas aos diferentes serviços prestados por aquelas repartições no Exterior, tais como obtenção de passaporte, legalização de documentos e registros notariais de nascimentos e casamentos, além de recomendações importantes, horários de atendimento e telefones de plantão consular e calendário com os eventos de interesse da comunidade brasileira.
Com essa iniciativa, o Itamaraty pretende proporcionar aos brasileiros no exterior um atendimento e uma assistência mais modernos e eficientes.

Receita Federal simplifica orientações para viajantes
A Receita Federal elaborou um link chamado ''Viajantes'', o qual dá acesso a novas páginas com todas as informações sobre o tratamento tributário aplicável aos viajantes e suas bagagens e demais assuntos a eles relacionados. As novas páginas respondem às constantes dúvidas sobre a legislação e os procedimentos aplicáveis aos viajantes. Nelas se encontram, por exemplo, informações sobre os regimes tributários aplicáveis e como os viajantes devem proceder na saída do país e na sua chegada, além de algumas dicas importantes. Com a simplificação desses dados a Receita tem por objetivo facilitar a vida de milhares de pessoas que entram e saem do Brasil anualmente, ajudando no cumprimento das exigências legais.
Atenção
Todo viajante que ingressa no Brasil, ou dele sai, com recursos em espécie, cheques ou cheques de viagem, em moeda nacional ou estrangeira, em montante superior a dez mil reais é obrigado a apresentar a Declaração Eletrônica de Porte de Valores (e-DPV).
No retorno ao Brasil, pode-se levar mercadorias sem o pagamento de tributos, desde que estejam incluídas no conceito de bagagem, não permitam presumir importação com fins comerciais ou industriais e observado o limite de valor global de: $500 dólares ou o equivalente em outra moeda, quando o viajante ingressar no país por via aérea ou marítima; e $300 dólares ou o equivalente em outra moeda, quando o viajante ingressar no país por via terrestre, fluvial ou lacustre.

NYC, 04/16/07 ( Redação) - EMENDA CONSTITUCIONAL TENTA CORRIGIR O ERRO QUE LEVA FILHOS DE BRASILEIROS NASCIDOS NO EXTERIOR A SE TORNAREM APÁTRIDOS
O atual dispositivo constitucional sobre reconhecimento da nacionalidade tem sido objeto de fortes críticas por permitir a possibilidade de que filhos de brasileiros nascidos no exterior se tornem apátridas. Em resposta a essas críticas, foi elaborada uma Proposta de Emenda Constitucional para restabelecer a possibilidade de aquisição de nacionalidade brasileira aos nascidos no estrangeiro, de pai brasileiro ou de mãe brasileira, desde que sejam registrados em repartição brasileira competente. Trata-se da Proposta de Emenda Constitucional n. 272, de junho de 2000 (PEC 272/00).
Sobre o atual regime jurídico, cabe observar:
(1) No Brasil, o reconhecimento de nacionalidade originária se dá exclusivamente pelos critérios estabelecidos na Constituição, sendo impossível a criação de hipótese aquisitiva de nacionalidade originária pela lei.
(2) Os critérios para o reconhecimento de nacionalidade originária estabelecidos pelo legislador constituinte são, em primeiro lugar, o ius soli (critério pelo qual a nacionalidade é decorrência do local de nascimento), que estabelece ser brasileiro nato todo aquele que nasce em território nacional, independentemente da nacionalidade dos pais ou ascendentes. Cabe observar, contudo, que a Constituição exclui a nacionalidade brasileira ao nascido no território brasileiro, cujos pais, estrangeiros, estejam no Brasil a serviço de seu país.
(3) O legislador constituinte também adotou parcialmente o critério do ius sanguinis (critério pelo qual a nacionalidade decorre da nacionalidade dos genitores), ao determinar que serão brasileiros natos os filhos de brasileiros que estejam no exterior a serviço do Brasil,.
(4) De forma similar, o legislador constituinte adotou parcialmente o critério do ius sanguinis ao estabelecer que também serão brasileiros natos os nascidos no exterior, de pai brasileiro ou de mãe brasileira, desde que venham a residir no Brasil e optem, em qualquer tempo, pela nacionalidade brasileira.
Diante desse quadro constitucional, surge a possibilidade de que filhos de brasileiros sejam apátridas, caso tenham nascido no território de um Estado que adote como critério de atribuição de nacionalidade apenas o ius sanguinis, e, seus pais, ambos brasileiros, não estejam a serviço do Brasil. Tal possibilidade decorre da supressão, pela Emenda Constitucional de Revisão n. 3, de 07/06/1994, da hipótese de aquisição originária da nacionalidade para os nascidos no exterior, de pai brasileiro ou mãe brasileira, desde que fossem registrados em repartição brasileira competente.
Tratava-se da adoção do critério do ius sanguinis somado ao requisito do registro do nascimento perante repartição brasileira competente, ou seja, Embaixada ou Consulado, independentemente de qualquer outro procedimento posterior. A alteração constitucional de 1994 eliminou a possibilidade de que o filho de brasileiros, nascido no exterior, venha a ser registrado em repartição brasileira competente, para fins de aquisição de nacionalidade. Atualmente, tal registro realizado no exterior opera efeitos apenas de identificação civil. Em decorrência disso, será apátrida o filho de brasileiros que nascer em um Estado que adote apenas o ius sanguinis como critério de atribuição de nacionalidade, caso não venha, por qualquer motivo, a residir no Brasil e não faça a referida opção
Por isso, os Consulados brasileiros, ao transcreverem os registros de filhos de brasileiros nascidos no exterior ou ao emitirem seus passaportes, mencionam, no corpo do respectivo documento, em atenção à Emenda Constitucional de Revisão n. 3/94, que a aquisição da nacionalidade condiciona-se à verificação de dois eventos: residência no Brasil e opção pela nacionalidade brasileira.
Sobre a Proposta de Emenda Constitucional n. 272, de junho de 2000 (PEC 272/00), cabe observar que:
- Em junho de 2000, a Proposta de Emenda à Constituição, PEC 272/00 (originalmente PEC 24, de 31/03/1999), de autoria do então Senador Lúcio Alcântara, foi aprovada pelo Senado Federal;
-Em setembro de 2001, a referida PEC, que dá nova redação à alínea “c”do inciso I do Art. 12 da CF/88 e acrescenta artigo ao Ato das Disposições Constitucionais Transitórias, assegurando o registro, nos Consulados, de brasileiros nascidos no exterior, foi aprovada pela Comissão de Constituição e Justiça e Cidadania da Câmara dos deputados (CCJC);
-Atualmente, a PEC 272/00 aguarda a instalação de Comissão Especial, onde será apreciada e votada. Posteriormente, passará pela apreciação e votação, em dois turnos, do Plenário da câmara, último estágio da tramitação de Emenda à Constituição no Congresso Nacional;
-As iniciativas tomadas a respeito do assunto já estão devidamente encaminhadas e encontram-se em curso no âmbito do Poder Legislativo, com vistas à alteração do quadro normativo em vigor;
-Independentemente da aprovação da PEC, os filhos de brasileiros nascidos no exterior podem ser registrados nas Repartições Consulares ou nas Secções Consulares das Embaixadas e poderá ser-lhes concedido documento de viagem
